No one has been a greater advocate for fiscal restraint than I have. In fact, I was the first Texas governor since World War II to sign a budget that spent less state general revenue than the previous budget ($2.6 billion less in 2003.) For the last two consecutive legislative sessions, I have worked hard to reduce the size of the state bureaucracy while still putting more resources into priorities like education despite a loud outcry from the special interests and the media. I have always believed that government should invest in core priorities and not try to be all things to all people.

Yep, funny how one "however" can change everything, huh?
Gov. Perry has always been an uninspiring governor. He's with a majority of Texans on social issues, which is good. And he held the line on the budget in 2003 when EVERY newspaper editorial board in the state would have praised him had he behaved like a Democrat and raised taxes. That was conservative leadership. And while there was little else inspiring about the man, many of us respected his not buckling to the left on the tax issue in 2003. Resisting that pressure was no small thing, in my view.
So now that we have a tax revenue WINDFALL, he decides to piss away all of that with one word: HOWEVER.
The problem we may face is none of the other clowns in the race is demonstrably better. Maybe Carole will distinguish herself.... *sigh*
